Resolution 255-23 Award Invitation to Bid #BUT2374JM, and corresponding contracts, for wastewater centrifuge repair, parts and maintenance services, to Centrifuge & Pumps Services Corporation, as primary vendor, and Andritz, Inc., as secondary, to provide centrifuge repairs, parts and maintenance services on an as-needed basis at the respective stated unit prices at an estimated annual amount of $201,250 for the next three fiscal years (FY 2024 through FY 2026); and authorize the City Manager or designee to execute the contracts, purchase orders and future renewals; Department: Utilities; Annual Dollar Value: $201,250 (A three fiscal year total of $603,750 contingent on annual appropriation); (Water & Sewer Fund)

WHAT THE RESOLUTION ACCOMPLISHES:

The Resolution awards a bid and corresponding contracts, for Centrifuge repair, parts and maintenance services to Centrifuge & Pumps Services Corporation, as the primary vendor and Andritz, Inc., as the secondary vendor, and authorizes the City Manager or his designee to execute the contracts, purchase orders and any future renewals.

SUMMARY EXPLANATION AND BACKGROUND:

The City's Wastewater Bio-solids Processing Facility is located at the Southwest Water Reclamation Facility.  The Facility is responsible for dewatering waste-activated sludge from both the Everest WRF and Southwest WRF.  The Utilities Water Reclamation Division is dedicated to ensuring the facilities remain in compliance with regulatory standards, continue to run at optimal performance, and minimize equipment downtime.  The Southwest Bio-solids Facility operates three Andritz D6LL decanting centrifuges that were purchased in 2007.  These centrifuges were installed in 2016 and have been in continuous operation from the date of installation.

 

The scope of work is for service, repairs, parts and maintenance of the three Andritz D6LL decanting centrifuges for the next three fiscal years with the option for three additional, one-year mutually agreed upon renewals.  The scope of services includes inspection of each centrifuge, vibration readings and a written report provided bi-annually from the vendor.

 

On June 7, 2023, Invitation to Bid #BUT2374JM was issued for the Centrifuge Repair, Parts & Maintenance Services and 24 planholders obtained the bid.

 

On August 4, 2023, four responses were received from: Andritz, Inc. of Arlington, TX; Centrifuge & Pump Services Corporation of Stone Mountain, GA; Environmental Equipment Services of Lakeland, FL; and Franzenburg Centrifuge of Des Moines, IA.

 

After evaluation, staff recommends awarding a contract to Centrifuge & Pump Services Corporation as the primary bidder as the lowest responsive, responsible bidder, meeting the requirements and specifications outlined in the bid documents, and Andritz as the secondary provider of services, if the need may arise.

 

If approved, the contract is to be for three fiscal years with three additional one-year mutually agreed upon renewals for an annual contract amount of $201,250 and a three-year total of $603,750 contingent on annual budget appropriations.
