On March 9, 2022, Request for Proposal RPW2230MM was issued using a qualification-based selection process to engage an engineering firm to prepare traffic signal design and roadway improvement plans for the intersection of Del Prado Boulevard and Averill Boulevard with an option for future design plans on identified roadways. On April 8, 2022, five responses were received. The responses in alphabetical order were: Cardno, Inc.; CPH, Inc.; CW3 Engineering, Inc.; Kisinger Campo & Associates, Corp. and Trebilcock Consulting Solutions, PA
On May 24, 2022, the proposals were evaluated by the Technical Evaluation Committee and shortlisted the following three firms for presentation to the Selection Advisory Committee (SAC). The three firms in alphabetical order were: Cardno, Inc.; CPH, Inc.; and Kisinger Campo & Associates, Corp. On June 14, 2022, the shortlisted firms made presentations to the SAC. Kisinger Campo & Associates, Corp. was ranked #1, and staff entered negotiations.
On November 21, 2022, the City awarded Kisinger Campo & Associates, Corp. (KCA) Contract# RPW2230MM to provide professional design services of a new traffic signal at the intersection of Del Prado Boulevard North and Averill Boulevard. The project included a few roadway improvement elements such as new ADA-compliant curb ramps and proposed milling and resurfacing of the eastbound approach along Averill Boulevard to repurpose the existing asphalt width for dual left-turn lanes. The contract was for a not-to-exceed amount of $92,415 with an option to utilize the same firm for additional future services. The dollar amount was within the City Manager threshold for approval, and the contract was executed.
In July 2023, staff requested KCA to provide a proposal for services to design three new signalized intersections at the Chiquita Boulevard North and Embers Parkway West; Santa Barbara Boulevard North and Tropicana Parkway West; Andalusia Boulevard and Diplomat Parkway East at a not-to-exceed amount of $396,437.51.
The Traffic Signal Warrant Analysis were completed (by another design consultant in May 2022) for the three intersections above. Based on the findings presented in the Signal Warrant Analysis report, traffic signals are warranted at all three intersections.
If Amendment #1 to Contract #RPW2230MM is approved at a cost of $396,437.51, the design work will be completed within 210 calendar days from contract execution.
The original contract with KCA was for the intersection at Del Prado Boulevard North and Averill Boulevard design at a not-to-exceed amount of $92,415. Amendment #1 adding the three intersections at the amount of $396,437.51 will increase the contract amount to $488,852.51.
