WHAT THE RESOLUTION ACCOMPLISHES:
A resolution of the Mayor and City Council of the City of Cape Coral, Florida, approving Amendment #2 to Contract #PPD2190SB between the City of Cape Coral and Waterfield Florida Staffing, LLC, d/b/a Action Labor of Florida, for school crossing guard services; authorizing the City Manager or his designee to execute Amendment #2, renewals, purchase orders and change orders.

| | | | | | | | SUMMARY EXPLANATION AND BACKGROUND:
The City of Cape Coral has twenty-seven school crossing guard posts throughout the City. These posts include but are not limited to all elementary, middle and high schools.
On July 21, 2021 Council adopted Resolution 119-21, approving Contract #PPD2190SB with Waterford Florida Staffing, LLC d/b/a Action Labor of Florida for School Crossing Guard Services piggybacking the City of North Port RFB #2020-56. The contract commenced on July 21, 2021 and expired on July 28, 2023 with one additional two year renewal period and one additional one year renewal period.
On September 21, 2022, Council adopted Resolution 193-22 Amendment #1 increasing the hourly rate from $17.50 per hour to $21.30 per hour, as a result of the City of North Port approving an increase on the contract. The contract has been renewed to July 28, 2025.
On July 9 2024, the City of North Port City Commission approved a Second amendment to Contract No. 2020-56 increasing the per hour rate from $21.30 to $28.30. As the City of Cape Coral utilizes the City of North Port contract, staff was notified by Waterfield Florida Staffing, LLC d/b/a Action Labor of Florida, on July 22, 2024, of said rate increase for the School Crossing Guard Services contract and requested for the contract to be amended. The contract timeframe follows the same renewal period as the City of North Port expiring on July 28, 2025.
Staff recommends approval of Amendment #2 for Contract #PPD2190SB for the School Crossing Guard Services with Waterfield Florida Staffing, LLC d/b/a Action Labor of Florida increasing the hourly rate. The firm have continued to provide outstanding service to the community.
If approved, Amendment #2 will increase the hourly rate from $21.30 to $28.30 and the annual cost is approximately $396,392 not to exceed budgetary limit with an expiration date of July 28, 2025 unless renewed for the last one additional year period.
